From the attached .bin file, once uploaded to your zos system, you will need to select two PTFs from the list 

UA37111 and the superceding PTF UA37510

There are some other PTFs in the attachment, but they are for flashcopy and don't apply to emulated systems.

The problem this fixes is that at IPL time, you get stuck at the specify master catalog paramter message and no matter what you try, you can't get it to accept the unit.

You can temporarily get around this problem, but defining only the specific volumes you need to IPL, and it has to be less than 64 devices total, so remove all of your extra consoles and disks that you don't really need, get below 16 disk drives on the same control unit, and you can IPL and install this PTF.  

I will post a XMIT format file with the modules as well in a few days, but in the mean time, you can install these fixes.  The XMIT file will contain the modules that you can copy over the old ones to make the system IPL okay.

The following error may occur upon IPL for the first time.

Z9SYS1
This error is cause by a z/OS 1.9 defect that does not correctly
service emulated IO devices. This message occurs when more than
64 devices exist in the Flex definition file. The fixing PTF is
UA37111 which is now in a closed status. The fixing PTF can either
be obtained through normal IBM support channels or through the
ADCD download process, Subsystem Downloads.
The follwing process can be used to fix this defect. This is
information only. You will need to download the PTF from a secure
site as noted above. This process infomation is repeated on the
download site.
1. IPL your ADCD z/OS 1.9 system with on the necessary
volumes. For example use the defz9 flex definition that is
distributed on DVD1 of the ADCD packet. Minimal
requirements for IPL and applying this PTF are the 3390-3
volumes, Z9RES1, Z9RES2, Z9RES3, Z9SYS1, Z9USS1,
and Z9DIS1.
2. Obtain the fixing PTF by downloading:
HTTPD1.ZT186.HDL.ADCD.UA37111.BIN
The bin file when places in a z/OS 1.9 system needs to be a
record length (LRECL) of 80. This is a z/OS object file that
will be linkedited during the apply processing. The file needs
to be transfered as a binary file.
The bin file is in tso xmit format. You will need to tranfers
the bin file to the running z/OS 1.9 system. Then either use
the the TSO receive command or run the following sample
job. Assume the downloaded binary file is contained in
'ADCD.UA37111.BIN'.

You will receive GIM42001W with return code of 4 to
indicate that you have bypassed HOLDSYSTEM(IPL). The
Hold information for this PTF states that an IPL with CLPA
is required. Any of the ADCD loadparms that perform a cold
start will satisfy this requirment. Any other return code of 4
or higher should be investigated.
Note it is customary to first perform an apply check on the
PTF to insure the PTF will go on correctly.

4. Shutdown your active z/OS 1.9 system. Stop you Flex
resource. Start your original Flex definition file that caused
the error. IPL your original system. This PTF and procedure
corrected this defect in the ADCD build and test lab.
